Farmers are compensated for the cost of demining agricultural lands

The government launched a procedure for compensating the cost of demining agricultural land, in particular for farmers who did it at their own expense. This was reported by the press service of the Ministry of Economy.

The changes provide for compensation both for farmers whose land has already been demined by certified mine action operators between February 24, 2022 and April 15, 2024, and for farmers who are only planning to start demining their own agricultural plots or on which they work as tenants.

For these needs, the budget for 2024 has allocated UAH 3 billion. The state will compensate 80% of the cost of demining.

According to the resolution, those agricultural producers whose land is located in the de-occupied territory outside the war zone have the right to compensation for demining agricultural lands. The fact of contamination of such areas with explosive objects must be confirmed by the Mine Action Center based on the results of a non-technical survey conducted by a certified mine action operator.

To receive compensation, you must:

fill out an application for compensation;

send the completed application to the e-mail address of the Center for Humanitarian Demining (compensation@uachd.org).

The application form will be available after the publication of the adopted resolution.

It is important to add to the letter copies of documents confirming the very fact of demining:

contract for the provision of demining services;

act of rendered services;

a document confirming payment for services provided.

Farmers whose land has been cleared by certified operators between the start of the large-scale incursion and 15 April 2024 can now apply for demining compensation.

The same farmers who only plan to clear the land they work on can submit applications and accompanying documents for compensation through the State Agrarian Register. The cost of demining will be determined at open auctions in the Prozorro system.

Compensation will be provided only once for one contaminated site.

 

Farmers against whom Ukraine has imposed sanctions, or the final owners of agricultural goods producers are citizens of the aggressor country, will not be able to claim compensation. Farmers who are in the stage of liquidation or bankruptcy, as well as those who have a tax debt, will also not be able to receive compensation.
