Since the beginning of the land market, only 1% of all agricultural land has been sold

As a result of the land reform, there is no longer a hidden land market. All actions regarding the land take place in a legal way, with non-cash means. This was stated by the Deputy Minister of Agrarian Policy and Food of Ukraine for Digital Development, Digital Transformations and Digitalization, Denis Bashlyk, during the press conference "Land Reform: Second Anniversary".

In total, 275,157 hectares of agricultural land were sold and donated in two years, which is 1% of all agricultural land.

"This dispels the myth that everything will be sold at once. The amount of agricultural land is 27.5 million hectares. That is, on average, 0.5% of the land is sold per year," said Denys Bashlyk.

He also noted that in the first year of the opening of the land market, 27,696 deals were concluded, in the second - 23,000, but in 2022, the market did not work for almost four months. For the first half of 2023, there are already 18,000 deals.

"Speaking indicators regarding the area of sold-bought land. For 2021 — 100,000 hectares; 2022 — 69 thousand ha. Since the beginning of 2023, more than 50 thousand hectares have already been sold. People continue to sell and buy land. This is one of the indicators of faith in our victory," added the Deputy Minister.

At the same time, the average cost per hectare is currently UAH 39,000, but prices are very dynamic. According to Denys Bashlyk, in 2024, when the second stage of the reform will begin and legal entities will be admitted to the market, the price of land will increase even more.

Land market expert Yevhen Nosalsky predicts that in 2024 the price of a hectare of land will increase by 50-75%.

At the same time, the deputies propose to postpone the start of the second stage of the land reform, which provides for the granting of the right to legal entities to purchase agricultural land.

The corresponding draft law No. 9341 was registered in the Verkhovna Rada of Ukraine on May 29 by a group of 12 people's deputies from the "Servant of the People" and "For the Future" factions.

Meanwhile, the head of the inter-factional deputy association "Deputy Agrarian Council" Andrii Bohdanets assures that the launch of the land market for legal entities, which will start operating on January 1, 2024, should be postponed until the end of the martial law in Ukraine. Otherwise, the second stage of the reform may lead to abuses, negative public resonance and political speculation.
